"Background investigation" means a security, criminal and credit investigation of an applicant who has applied for the issuance or renewal of a license pursuant to this article, or a licensee who holds a current license. The bid shall state the amount bid for each video lottery terminal for which the permit is sought. The claimant or claimants shall be given notice of such hearing not less than ten days prior to the date set for the hearing.
